Vista Home to “Safely Remove Hardware” but it shows my main C: drive. What is the deal?

The system tray shows the icon to safely remove hardware but the only thing there is the computer’s hard drive. Why would this be showing up? Is there a way to set it so that it won’t show up? Who would want to remove the hard drive that is running the OS?
